As students move on and advance from one building to another, am I able to move their records generated from their old building to the new building?

No. As a referral is a record of an incident that happened at a specific building, it is not possible to move these records along with the student as they advance and move on to new buildings. However, once a student leaves one building and their record is archived at the old building, the information entered is still searchable to be reviewed if necessary.
